vs Village District

A village district such as the "Village District Of Eidelweiss" is a municipal government formed for a specific purpose. It is not an “association” such as the Eidelweiss Property Owners Association or neighborhood group. The Village District of Eidelweiss is sanctioned and governed by state laws. A village district may form for the purpose of establishing fire protection, police protection, water supply, and road maintenance, as well as other specialized services. A village district elects officers to run the operations for which it was formed.

The Village District of Eidelweiss was formed in 1979 for the purpose of providing and maintaining roads, public water supply, and beaches. Taxes are raised and monies appropriated at an annual meeting (just like town meeting). The village employs a full-time highway staff and owns several municipal properties. It is not a “condo association” or civic organization, but a municipality.

There is a property owners association, Eidelweiss Property Owners Association or EPOA. Its purpose is to provide liaison with the Commissioners of the Village District of Eidelweiss, within the Town of Madison, New Hampshire and surrounding Communities, wherein the Village District is located and to improve the quality of life for the residents and property owners according to its By-Laws (epoa-by-laws2006.html)

The Association has provided the Village with playground equipment, rafts, picnic table’s, boat racks, flower gardens and many other amenities that help to improve property values. It also provides testing of the pond water. While this organization works with the elected commissioners of the district whenever possible, it is a distinct entity and definitely an”association”. It does not represent or in any way replace the government of the village district.

It is an option to join the EPOA and pay the small yearly dues; it is not an option to belong to the district. Property owners within the district pay taxes to Eidelweiss as well as to the town of Madison.
